Default Injector seals

More questions from my intake refresh (1987)
Just had the injectors tested and new seals put on (seals from Roger). The seals easily spin around. Are they supposed to be loose like that?

Yes, even with the injector installed it is still loose enough to turn the injector.

Yes. They will compress when inserted. Just did this on the '90 using Roger's o-rings.

I find myself second guessing everything now that I buggered up my throttle body
