It's located there on all the ones I've see on all '85's and early '86's, my point was I've never seen it there on an 86.5 as the mounting point on the fender was removed.
However it can be moved (as I do) to the Hood switch mount by drilling a small hole in that mount and bolting it right to it.
IMO even when on the cross brace the intake tubes still don't easily pass the Intake and you risk damaging them so I move the valve as it's easer to remove the cross brace and place it out of the way to work on the engine, but that's just me.
Here's it is on my stock '85 and the mod on my 86.5 and it's new location.
Edit: All that aside, the OP has purchased a great example of the last of the original body styles w/ a 32v 5.0, manual trans and at a great price to boot!

Hate to be a hater...but every time I visit this topic...I begin to hate all of my family and friends who don't own a nice car like this and want to sell it to me.

It needed; head gasket, head rebuild, exh manifold, new front bushings, rear window, paint, window regulator, rear light harness, brakes(of course), radio, AC, grill repair, headliner and some rust in all the places a plastic car can rust.
It barely had enough power to tow it to the breakers yard where I got a whole $120 for it, and I was happy to get that.

So the new car came home tonight after a long day. This is going to be one fun car. I spoke with Rob Budd at length today about fixing the dash leather. I do have to say I got sticker shock on what it will take. I could save money by removing the dash & taking it to him to replace the leather but the thought of removing the dash & reinstalling sounds daunting.

Very nice looking example. Are the original wheels silver or platinum (bronze) finished? Platinum would look great with that color combo. Whatever you do, don't use standard wheel cleaner on the original wheels. It will ruin them since they're an anodized finish. And the leather dashes always pulled away in that same spot on the passenger side above the glovebox. Rob Budd will make it brand new again. Best of luck and enjoy!

That is SUCH a beautiful car, and what a great acquisition story behind it.
But I've got to be honest and admit that I am NOT a fan of those mud flaps.
Were those really an OEM option?!? I find that truly difficult to believe.

Good quality work isn't cheap. Rob Budd is worth the money.
Whether or not to R&R the dash yourself is a question only you can answer.
I'm seeing enough "tools & stuff" in there to make me think you could pull it off.
