I talked to Harold, who made the last set of dials. The basic parameters are the same: A minimum order of 50 to start production. At this point, I'm not seeing enough interest to generate 50 orders, but I'll give this another bump.

I'd like a dial from the last run, very nice. Anyone selling a spare dial?
I'd think this would be easier to get going if you did another run of the old design dial and let people make their own watch from it.
I didn't pay attention to the previous Seiko run, thought it would be more expensive. The first 928 watch project was much more expensive.
Coming up with a whole new dial design for another run of 50 seems like a lot of work. I would be interested in seeing it, though.
