Does it say what cities it was titled or registered in, in NY?

I think this one sat at another gas Station for 2 years prior.

Yup. That car was at the Plainview gas station from 2009-2011; then the Wantagh (same owner) one from 2011-present. That's at least 5 years of neglect.

Pete went and saw the car a couple of months ago. It needs work and according to him the owner was not very cooperative and thinks he has gold.
