Could be you either have the Parking brake on AND/OR your stop lights? Those are the only two dash warnings I get along with the !. Depress the brake pedal and take off the parking brake and they shut off.
Does the warning light come 3 minutes after you start the car? If so, it's a belt tension. Again, accompanied with a warning on the dash that says belt tension. Turn the key to ON but don't start the car, check against the warnings on the dash as compared to the ones found in your owner's manual. The one that may be burned out is the one that you probably have to look at.
I would avoid running the car until you solve what's going on. Could just be an electrical issue or something much worse.
Coolant level fine? Oil level and pressure okay? Belt tension alright? Brakes check out? ABS?

Yep- I posted this as a WAG on another thread today (yesterday?). Can't believe how long it took me to figure it out (I'm talking months! The lack of a dash warning light really fooled me. And "partly" on mine really meant "infinitesimally"...
