Are these values based on vehicle sales or on the "insured value" that owners are paying premiums on for collector car policies?

Since this is a Hagerty graph I suspect it is the latter...unless Hagerty is tracking vehicle transactions.

My understanding is vehicle sales samples from multiple sources .... and a little forcasting too.

I love that '81 review. Be aware the layout of the article spans, confusingly, throughout the issue - you will need to scroll/search for the beginning, middle and end. enjoy !
