I just hook the CIS injectors to my cleaning rig and go from there. If they are good they will spray at the right pressure. If they aren't I toss them and grab one from the pile that does.

My dad used this rig for 30 years and it still works great.

I just received my injectors back from Mannessen engines. They cleaned and tested my CIS injectors for EUR 99 including P&P

Make sure you put on fresh good seals.

Cleaning old injectors seems to work well. Having pulled a few sets, the seals are often in TERRIBLE shape if not missing entirely.

I got a 3% match on 8 of the 10 I sent in, with one 6% high, and one stuck open even after repeated cleaning. That 6% high injector since our system is batch fired with all injectors open the same amount of time, would have 7 cylinders running lean, not good.
