There is certainly a difference between panels for 1984 between USA and ROW.
Can you check the panel ID by the top mounting bolts..?
I'd expect it is a 928.610.105.07.
Did the owners manual come new with the car or is it possible it was purchased later as a replacement? Could then be the wrong type.

The owner manual is 100% came with the car.

My 83 Euro has its original owner's manual, and shows fuses consistent with 1982 ROW models - 22=fuel pump, not 13. The only other difference is the rating of 2 of the fuses - fuel pump at 16A, not 25A. I once measured the current draw of the pump, when looking for a problem - 6A.

My 84 is also confused. It used both 13 and 22. I got stranded shortly after I got the car with a no start condition. No power to the fuel pump, manual indicated fuse 13 it was good. Did not know to also check 22. Ended up hot wiring the fuel pump to get home.
Pulled the CE panel when I got home, one fuse protects supply to the relay, the other relay to the pump. It is original factory wiring, nothing was molested

My 1984 with FUSE 13

SO ONCE REINSTALLED, ALL GOOD. I DID CHASE AND INSPECT LOTS OF WIRES THO LOL...ANYHOW, YES I FIRMLY THINK PORSCHE PUT OLDER/NEWER OWNERS MANUALS WITH INCORRECT FUSE LOCATIONS IN SOME MODEL YEARS.
