That would set off brake warning not tail.
Check that bulbs match. Not only wattage but brand and age.
Better yet, change them in pairs (or sets if more than two, e.g. brakes).

Fancy relay with self diagnostic features too high a resistance due to wrong bulb or poor connection corrrosion and it throws a fault code. Start by changing bulbs cleaning the contacts at the base of the sockets.

You likely have at least one bad tail socket or both. Do a search for Napa tail light sockets for a low cost replacement. YOu need to modify them a bit but it is really simple.

Before you start hacking into you wiring harness, I would get some Deoxit and new bulbs and see where it goes from there.
