Default Fuse puzzle

Removed all of my fuses on my 1984 US model and replaced with all new fuses according to the original manual that came with the car. When I pulled fuses, there were fuses in all positions. I replaced leaving #2 and #13 empty as the manual says 'Not used'. Started and several seconds later the car dropped RPMs and died. Noticed when I turned key to restart no fuel pump sound. Put a 16amp fuse in #13 and she fired right up. Pulled that fuse while it was running and the car died again. Hmmm..... what could be different here? There is no problem- just a brain teaser at this point. I guess this is a crude way of determining fuel pressure is holding while the car is not running as the car had not been started for about an hour before I pulled the fuses.

The relay/fuse chart on our web site shows #13 as the fuel pump/warm-up reg/aux air valve fuse.
