Thanks for the ideas guys. Im just going to throw the emissions crap i have back on it. Just a hassle, no more.
I did stop by the smog station that did the car last week and asked him.
The owner was pretty helpful.
I asked him how a "pass" test could be flagged at some point as in my case that i explained to him..
I asked is it possible the tech doing the test miss typed something in a field box during the computer entry. NO vs YES ... Gas cap missing...air injection etc etc. He said if he did, it wouldnt show pass as a final result.
He told me to double check the VIN. It is correct. If they typed an OH instead of a ZERO for example, it wouldnt even be allwoed to be entered. No OH's in a VIN number. My VIN is correct on all paper work.
I have one more idea that the guy gave me(see below) and im investigating that now but from what I have read i would have received an intial letter from the DMV that my car was reported for "excessive" smoke. My car doesnt smoke, never seen a letter of any kind...etc. And Im in good standing with all my neighbors...

After you report a smoking vehicle, we send the owner a letter requesting the vehicle be inspected and repaired. Click Here for information if you have received a letter.
If we receive multiple reports on the same vehicle, or if the report is made by law enforcement or DMV employees, the letter will require the owner to bring the vehicle to a DMV Emissions Lab for testing. Failure to comply can result in a hold or suspension on the vehicle's registration.
Please also note that law enforcement may issue citations for excessive smoke under Nevada Revised Statute 484.611: "The engine and power mechanism of every motor vehicle shall be so equipped and adjusted as to prevent the escape of excessive fumes or smoke." This is separate from the DMV's emissions programs.

If you have received a letter from the DMV's Compliance Enforcement Division requesting you bring the vehicle in for testing, you must do so. Failure to comply could result in a hold or suspension on your vehicle registration.
If the letter does not require a test, we ask you to check the vehicle, and if there is a problem, make any necessary repairs to reduce excessive smoke emissions. Improperly tuned engines not only cause air pollution problems, they waste fuel and can result in higher operating costs for you.
If your vehicle is working properly, we apologize for any inconvenience and truly appreciate your efforts in helping to keep our air clean.

Same crap happened to me in CA every year, on my '82. I don't remember the details but, at the time there were normal stations v.s. the test only storm troopers. I think most cars would be sent to the normal stations once every two years and only once in a blue moon have to go test only. My somehow my car was flagged in the system and I had to go test only every year, or every time or something. This despite the fact that is was totally stock and the test operator would always get a funny look on his face and say 'new cars are not this clean'. My '79 had a euro S motor in it, totally contra rule, but was not flagged in the system and never once went test only. The normal station guy would say 'your something something is a little high so perhaps your EGR is not working right' I didn't point out that it didn't have an EGR.

Ummm... even from the tires?
This stuff is absolute B.S. Regulating emissions is one thing, but these visual inspections and "it can't just be clean, it must be clean using original or otherwise-approved equipment and the methods we say" is a crock.
Good luck pulling together a solution with a minimum of wasted time and effort.

PASSED.
I was there for just over an hour! and i swear 30 minutes of that was the guy looking over my car and tracing hoses. I never said a word to him. To add to the anguish, the first time they transmistted the data to Carson city after the first test, it didnt transmit and was lost...I had to do it again!!
Bottom line was everything required to pass was there and was hooked up. It just "looks" different. ...the car burns clean(always has)
STOCKCats went back on
Air injection system reconnected. (diverter valve..check valve...airpump hoses and filter...$155 mistake tossing that away at some point, the cost pi$$ed me off)
Smog pump belt installed.
Crankcase was ventilated to the intake per the stock config. That was actually easier than i thought. I just took my separator and breather line off and added about 4 ft of hose to route the output to a "T" i placed on the idle stabilizer "upstream of the throttle plate"
(Note to self...do NOT place it down stream. it will suck plenty of vapors and a whole bunch of oil with it!) That was a DUH moment for me.
My poor car feels like it has a noose around its neck.
Orange....crank case ventilation/breather set up
Green circle...was the location of my seperator that i removed. I added 4 ft of 3/4 hose (orange) and ran it to a T on the idle stabilizer.
Blue....airflow into intake.
yellow..smog filter and belt installed.
Pink...air injection..hoses..diverter valve reinstalled.
Next project is to fab up some sheet metal or carbon fiber to dress up the engine to hide all the hoses/cables...Ive always hated that.

The work wasn't that bad at all. I could do it in an easy afternoon now that i have done it. It was just that initial "$hit...how the heck am i going to do this , this IS NOT the corner smog station". But like any problem, once you step back..take a breath... some time..the answers come with a little trial and error. The time and hassle were my biggest complaint...and in the end, the stress of standing there as the guy was poking around my engine bay. I felt like he was a doctor about to tell me at ANY time that, "sorry, your car has a fatal disease or something"
Thanks for the input and support guys.

trust me, I didnt really press the issue...i just wanted out of there! I did ask casually at one point, "so whats the deal, it passed and this paper says so?"
The tech said there was a "glitch" between last years test and this years test...and i left it at that.
They may have had the wrong vin last year...correct one this year...and the correct lisc. plate both years? Some thing along those lines that would rasie a flag and cause an "admin stop on registration". Dunno?

The part you're not telling us: "and I happened to drop a $100 bill at some point; turned my back for a moment and it was gone when I looked again. Damn! Never found it again. Tech guy seemed happy upon my departure."
