Default Front Fog Light "Federalization"

How do I accomplish this for a 1984 Euro?

Currently they are wired for European use. Virginia won't pass it like this.

I need for the fogs and auxiliary driving high beams to cancel when the main highbeams are engaged.

I'd also like to retain use of the rear fog, which seems to work only when front fogs are on.

I'd just figure out which fuse controls the fog lights and pull it out! Then after they sign off and put the sticker in the windshield (or whatever they do in VA) put the fuse back in and go on about your business as usual.

Yes the rear fog light ONLY comes on when the front fog lights are also on...pointless to have it on w/o the front fog lights don't you think (at least for its intended purpose anyway)?

Thanks, let me see if I can get by that way.
(any installed light fixture must also operate...maybe the little inside lights can be made to work)
I have the nosecone off and so now is the time to address.

And James, yes under usual circumstances, but the left tailight has been burned out and so Jadz, now me, have been running with the rear fog. That's next.

I'd be interested to know how to Federalize the fog lights myself as I don't really need the fogs when the brites are on. I searched the forum a while back and posed the same question w/o any luck. One interesting possible answer was that the ROW's used a different relay. However I never pursued the answer as I've run across more immediate problems that need addressing. Looking forward to an answer.

For Va inspection, my fog lights wouldn't turn on so inspector told me I could put tape over them-then they passed.
