Well, at least it has good documentation of when the TB was done and by who.

It's quite common for independent repair shops to mark somewhere under the hood when the belt was replaced.

Better than nothing and a CYA for the shop.

I don't think the price is wrong if it's in good shape and has been well maintained. The interior does look nice.

The "sold only as parts" aspect might need to be probed.
Once past that, the car would have a chance speak for itself.

Yikes,StrekI didn't see that. Doesn't make sense given the price. Maybe he's just trying to avoid any warranty liability.

Cheap respray over the rubber trim, already peeling in the back, and its more than ready for a MAJOR service. Interior looks pretty good, but nothing is jumping out at me to say it isn't a parts car worth more like $500.
