The work was done by a "back-street" Porsche garage that buys cheaper parts. Starts perfect when hot, cold, and inbetween!
The person who sold it to my friend didn't know it's value and only got £1,700 for it, and as we've been friends for over 20 years he let me have it for £1,995, and he still made a £295 profit

The consumption you should be getting on the motorway is 26mpg (note to US readers - UK gallon is larger than yours - this is the same as 22mpg in the USA). Around town 16mpg is reasonable - less if you live in London
If you're waaay short of that, then odds are your car needs a little refreshing.
On your list of maintenance I didn't see a few items I'd expect the car to need to run "right":
1. new Mass Airflow Sensor (rebuilds from JDS Porsche in Cambridge are the way to go) - affects the fuel mixture
2. new O2 sensor - also affects the fuel mixture - may have been replaced with the exhaust replacement, does it say so?
3. new Knock Sensors (will make the car run down on power/torque)
As a first step, I'd arrange to drop by JDS Porsche and have John test your MAF, and also plug a "Spanner" diagnostic tool into your car to read the ECU faults, as that'll tell you if any sensors are duff.

Here's another '91 that sold a few weeks ago for the same sort of money:

Sad thing is there's a fair few good 928's there becoming parts cars because a whole car just isn't worth much.

WOW!! What a great price on a great sounding car!
I know that you will be happy driving it. There is nothing like sitting behind the wheel of your 928 listening to the engine purr while you cruise along.

Sounds like a real find! Do spend some time reading the entire "New Visitor...." thread at the top of this forum. You will learn much about the car, what is required to keep it functioning well in addition to learning some the issues that need to be addressed (fuel lines and flex plate tension - both lethal to the car).
Congrats again and welcome to the asylum.
