Could be as simple as the switch under the gas pedal not properly aligned. That was the problem with my '88 when I got it... The switch had flopped over to the side and the little metal arm that normally pushes the button was not anywhere CLOSE to it. Once that was fixed BINGO! 1st gear starts when full throttled is applied and two down shifts from 4th to 2nd when below about 55 miles an hour. Made a HUGE difference in the car!
