That sucks.
My project started out like that...

I'll also vote for 5.0 hybrid, it's a well-known route and provides nice power levels.

Either way, I would say it depends on what local to you sources can turn up, and either a Euro 4.7 or a US 5.0 would be fine. Too bad you are on the wrong coast as I have a Euro S 4.7 short block sitting in my garage, but shipping would wreck the inexpensive price.

How much of a hp loss would be to just use a US 4.7 with the Euro top? I think that would be the least expensive option here.

I think with that option he would need Euro pistons as well that have the reliefs cut out.

Kibort once ran a USA 4.7 short block with the Euro heads/cams I think he increased the valve pockets with a hand held dremel tool never pulled the short block apart...it does not need much the valves are only 2mm or so bigger diameter. The small loss of compression has little impact on the power. Or just use the old pistons they are probably fine and the difference in tolerance groups is not a deal killer....less then ideal yes but should run just fine.

My plan for the moment is to separate the block and send the naked top half to 928 MOTORSPORTS for repair. I sent them a pic and they said they can put it back to original. What problems will I run into during the motor teardown(like not being able to separate the blocks or special tools required)?

Have you talked to Dave Roberts of 928 Specialists? He may know of someone locally with a suitable replacement block.

New/used M28/12 engine out of a 1980 Euro S. It was the yellow one from Kissimmee, Florida that was for sale for so long. Some guys in Florida bought it and they are going to convert it to a LS1. They have already done it to a BMW 5 series. This engine is a non runner with low compression so I'll pull the heads and see what I've got. Got it for a great price including shipping(2 days with ABF). I just picked it up a few hrs ago on a wooden slab and I got it (411lbs) on my engine stand by myself. I think I'll take 1 head off tonight. Crossing my fingers. Pic of the engine code(the one I have that's damaged is a M28/11).

So far so good. Interesting looking piston tops. Almost white. Cylinder walls and pistons look great so far. They are even tolerance 1 like my other motor.

Could not use a euro top end on a us 4.7 short block need to cut the valve relieves in the piston out bigger.

I believe that is true. Kibort did it with the short block assembled. Maybe search through his old threads to find it or PM him for a link.

gbgastowers insisted on the Euro block for his rebuild.

I'm in custody of a box containing 8 pistons that have been flycut, apparently using Mark's template.

7 look to be perfect, 1 a little deviant, but may ultimately be fine.

I'm sure the real owner of them would make somebody a good deal...
