This behaviour also occured on my 1990 S4 recently after i installed an daytime running light relay (relay III). However this is not an exact science cause it worked for a short while. Removing relay III works as a workaround but I haven't found out whats causing the problem yet.
When the motor reaches the top point its supposed to signal relay XXIII-XXIV which switches from powering the motor to powering the bulbs. When operating correct the motor cant be running while the lights are on.
Also when a motor from -87 onwards misses its upper limit they normaly get stucked hitting the AC-condenser.
My first post on Rennlist, signed up a few days ago trying to find out whats causing this particular problem

I had to move the condenser back because it was hitting it pretty hard. I don't think it poked a hole in it yet, but it was pretty close. Why Porsche continued to put that arm there over all those years boggles my mind. Well, unless they wanted to sell more condensers and radiators. Both of which they have accomplished in my case.

Just minor neglect issues. The car starts and runs. I haven't taken her on the road yet, but when revving the motor in the garage she cuts out at higher RPMs. I noticed a ground wire coming off near the coil on the passenger side last night. From my '86 it looks like the coil ground. Haven't really looked yet.
I suspect a few sensor wires are broken and typical ground wires off.

Solved my issues yesterday. I'd been told that one were just to put in a regular relay in slot III to get DRL. This is not true, it should be one with a diode otherwise with ignition on without started motor the relay will short the top limit causing this behaviour. It will work when engine started.

Might the issue not be related to dirty wiped contacts in the motor? If these dont tell the relay when the lights reach the up position, they will just keep going. Or the 4 wires are misconnected at the 4 way joiner? I used the notes in the 928intl catalogue to reset mine once, and it was wrong....

Agree its worth looking at the connector and seeing if spomeone has messed with the wiring (or installed the wrong type of motor).

The motor is in front of the radiator on the drivers side connected to the drive arm that runs across the front of the car.. it has a rubber cover over the manual operation **** on the top.

The lights issue is solved (for now). I cycled the motor by hand a few times and then cleaned up the relay and pulled the actual pod switch out. A combination of those made things work properly.
I do have a question about the S4, however. When the car starts the running lights are on. When I turn the switch to the first position the hood light comes on.
Is that normal behavior?

S4 dont have running lights unless they have been installed later by a PO.
The hood light is wired with the parking/headlights so anytime the hood is open and the light switch is on then the hood light should come on
