Diconnect the fuel line at the bottom of the tank (pull it from the fuel pump side) and all the gas will draing out. That's what I did with the '86.5 parts car. Does the gas smell bad? I had gas that sat in a tank for 6 years and it was fine, on th other hand seen one that was a year old and it was bad (you can smell the difference).

Chances are that with just a "little bit" of old gas, if you fill the tank with fresh gas you'll be fine. Fresh gas cleans old gas. It's a law.

you will find that fuel will not rush out of the line at the tank due to the internal fuel starainer it will seem to run out forever. anyway keep a fire extinguisher handy, tie rags around your wrists so fuel wont run to your arm pits.
Add about 6 oz of marvel mystery oil to about 5 gallons of fresh fuel this will help with the fuel injection lubrication .
then you add a can of techron and do lots of short drives so it will soak into the various components and clean them consider a oil change after the techron treatment , smell the oil and see if it smells like old fuel and if the oil is fresh see how long it takes to get dirty you might want to change it sooner than 3000 miles if its fresh. Usually you add techron about 500 miles before the next oil change as it will be cleaning internal parts and the oil will be picking up the debris.

Your Right Mrmerlin. it took for ever to drain. i place marvel mystery oil with old and new gas mix. I just drained it all. I'm putting Techron and a tad bit more marvel mystery oil. I also check the belts they seem to be in good shape. The car sat in Dry heat in arizona i got dust everywhere. And tons of spiders (black widows)

Check no rodents or bugs. It started with me spraying starting fluid into the intake. so its pull air fine. Plus i Open the box and filter looks good.

You don't say so, but we have to assume, the problem is a no-start. You are probably right to drain tank and lines, but I bet that won't do it, it should sputter or misfire if that is all that is wrong. What is the car doing exactly? How strong is the batt? I would start with the basics, jump the fuel pump relay first if you have spark. Coils and grounds, then check other grounds.

Steveg The battery is brand new. And it starts up on starter fluid. but as i was spraying starter fluid in the engine. through the dummy hole auto shark use for transmission. the straw flew into the intake. so i have to take it off. i going to check fuses first then grounds. the starter cranks hard. theres spark because it funs on starter fluid. so the problem lies with the fuel pump. i have not tried to run the car on the new gas becuase the straw flew into the intake when i was spraying the starter fluid. i will remove the straw and attempt to start her up then post the result

CIS fuel distributors don't like to sit for long times. Good luck.

There might be quite a lot of old gas in the fuel lines and injector rails. It might be advisable to flush it out without trying to start the engine. This could be done in the same way as testing fuel pressure (see WSM): (this more-or-less means) remove the fuel pump relay and place a wire jumper to energize the pump. Let it run awhile without trying to start; this should flush fresh fuel through the lines, rails, FPR, and back to the tank. You might want to check for correct pressure and leaks while you are it too. Good luck

EDIT - Sorry. The above is more applicable to LH FI. I don't know about CIS, but there should be some method of making certain that fresh fuel is actually at the engine. HTH.
