plastic caps on driver side throttle body?

plastic caps on driver side throttle body?
anybody know if the plastic caps on the driver side of the throttle body is related to vacuum. specifics of my car is 1984 s. the plastic caps are on the throttle body one above the other. the top having slightly smaller diameter.
