Post '84 Euro gauge question

What is the function and meaning of the small gauge at the bottom of the tach in my auto Euro car??? It reads in I/100 km - it moves to the right (close to number 25) when I depress on the gas....It moves to the left when I lift off the gas, while the car is at speed...At idle is at "0".

As I understand it, this gauge is only applicable to the Euro cars. The photo below will explain:

Thanks for your help.

liters of fuel cosumed per 100km travelled. i.e. fuel economy. The higher the number, the more fuel you're burning.

Thank you very much for the info...I couldn't figure out what the "I" was for - I thought it was an "i", like in idiot, but I guess it's an "L" after all...
