By chance you didnt have a few relays out at one time did you? I know once I had a bad FP relay and i started hacking in other relays trying to get me home and one of the relays did exactly chatter like you say...

My simple question. Are you sure you have the relays in the right places? Ill PM you. I know a guy that can give you all kinds of advice and he a hell of a guy. He rebuilds LH units and RELEALLY know wtf he is talking about

You shouldn't need new brains as all you did was swap out eproms and potentially had them in the wrong unit. Assuming the car ran fine before the chip swap reverting back to stock eproms, in the correct brain and oriented in the correct placement we can start troubleshooting from there if required but I suspect all will be good remebering good ESD practices and batt. disconnect.

I have two sets of brains available. One is chipped and is in my 86.5 the other in a 86.5 (unchipped) I am parting out.

Let me know if you need either of these for testing.

I also have a spare set of stock eproms left over from my 86.5. Still in the antistatic bag.

Just breathe, this is is not the end of the world.

I can't really keep up w/the chrono here. If it makes any difference, I once installed after market chips not backwards, but in the wrong box and I know others have too. If that is all you did, it will not fry anything.
