Question Headlight Question

When I turn my headlights on, I hear the motor turning and hear the relay click, but the lights stay retracted; the lights ARE on and shining. When I turn the switch off, they pop up partially. If I leave the switch in the off position, they retract. If I repeat this a couple of times, they will come and stay all the way up. Have I got a bad relay or bad switch? Thanks.

It's easy to see if the motor is moving the mechanism. It's all out in the open in front of the rad. The motor sits vertically on the left side and you should be able to feel it working, if it is.

It sounds like something is working becasue the light should not go on until the lamps are in the raised position.
