Guys: Well I finally bit the bullet and put "Ruby" in the shop....evry instake gasket/seal was leaking. This is what happens when a car sits for a while and then you do what you're supposed to do "drive it"...wil post when I get her back

The shriek is undoubtedly due to a loose belt. Check tension by gently pushing on them and it should be apparent which one is loose. Run the car up on secure (safety first) lifts, and you will see each belt has it's own built in adjustment. The Germans used two or three nuts and bolts to do this for each belt, and it's pretty intuitive. Turn the adjustments a few notches and you'll see the belt get tighter or looser. Don't overtighten, as this leads to bearing wear.
As for the drivability issue, based on what I see in the initial post (I also have a '83 a few serial numbers down the assy line from M21Sinper) I would check the fuel filter, Thermo Time Switch, and the Temp II sensor. If any of those have not been changed out on a 22 year old car, you probably should go ahead and change em out now. My 83 had a coughing spell when I started and goosed it a while back, and it was the TTS, which works with the cold start valve.
These are just my hunches, hope this helps lead to a solution,
