Default Headlight washer check valve..?

Can anyone tell me please, is it possible to access the Headlight Washer non return valve without removing the front bumper, it seems to be the valve on the left side facing the front of the car (UK RHD). Peering into it with the splash shield out I can see dampness on the steel bumper beam where the hose exits the bumper.
The other side jet works fine, the one that stopped working had a trickle of water coming out, but now nothing, wondering if I damaged it while blowing it through with my airline ?,although as stated the other one blasts water out.
Any help appreciated as I was going to order a new non return valve but it might be pointless if access is too hard, or having to remove the bumper...,Thank's.

Yes I did think that the front bumper would have to come off, but bearing in mind how often these squirters are used I don't think doing that is viable, without introducing more problems removing/re-installing etc.
I just thought it might have been possible to access the valve with the headlight out and front splash shield removed, does anyone think that's a possibility or not ?
