Give us the year of your 928 as well. There were a lot of changes from 87-91.
For the lock, try spraying the internals with silicone spray. It should free up.
Your degrading shield is a heat shield. They are inexpensive used and a dime a dozen. Unless you are referring to the black one which is the fuel pump cover.
The ABS warning is usually caused by degrading ABS harnesses. They're ~$170 each and the connections are almost guaranteed to crumble.
I would replace all of them with fresh wire and deutsch connectors which will last as long and are weather tight.
The tach not working could be anything from a failing ignition computer or CPS (your car wont run if it is these) to bad grounds under the gauge cluster. Dirty pod connections are also a common issue.
I hope this helps a bit.

If a lock or key is worn, some of the lock pins will stay "proud" and prevent the lock from turning. The hatch lock can be disassembled and this problem can be remedied. I did it, as shown in the link below. Your lock may not be exactly the same, but the procedure is the same. If yours does not have an alarm, then it will be simpler.

The fuel pump cover protects the components from road debris. Clean yours up and paint it, fab something or buy a used one from 928Intl.com for $60.
So, the ABS light stays on all the time after the engine is started? Yes, often a sensor or wiring short/break or wire connector, but there is a fuse in the panel and a couple of relays (on the pump which is in the driver side front wheel well behind the front cover). Or it could be the control unit which is under the dash just above the hood release. Funny, I've never had a problem with this after almost 300K miles, but there are lots of good threads with troubleshooting ideas. Here's one to get you started:

Go to the "Search" dropdown NEAR the top of this forum, and select the "Advanced" dropdown. Enter ABS in the search box and leave it on Search titles only, then move further down the page to select the 928 forum. You should get lots more helpful threads.

Welcome. You've found the best place for these cars. Being a 'newbie' is not a problem. Just search a bit first, ask nicely, say 'thanks' and post results and you can get answers to just about any issue you have.
Since nobody else has suggested it, read the "New Visitor" sticky at the top of the forum. Lots and lots and lots of good info, and links to more.
Your questions have already been addressed, but (in order):
1) Hatch lock isn't all that complicated. Follow the link Bill Ball posted and you can disassemble and clean it up. 928 International has used stuff if you need it. The most common failure is the cast housing. The lock cylinder is pretty simple.
2) There is the 'cradle' that holds the tank in place. There is a cover for the fuel pump. Not sure which one you mean. Some folks have fabbed up a cradle when needed. The cover plate is readily available used.
3) ABS light on startup is a 'control brain' issue of some sort. Maybe just a fuse or relay, maybe the computer. If it was a wheel sensor, the light wouldn't show up until the car was moving.
4) If the car starts, it's most likely a connection. The first place I would look would be connections at the instrument cluster. There's a good writeup for removing that in Dwayne's Garage (linked in the "New Visitor" sticky).
Post some pics.

Welcome and congrats with joining the most helpful and involved car forum on the planet.
Great suggestions already given. My sold ‘89 also had intermittent startup abs light being on and it turned out to be a relay issue (if light comes on without moving at startup) and it was fixed after replacing 1 of the 3 relays.
S4 manual must be a blast to drive!
