I've used this method 4 times and it works great. I bought an H4 that had a bulb that had burned through and filled it w/ smoke and I was able to make it look like new. It looked so good I did the other H4 and 2 H5's I had. Its very time consuming but well worth it. I took a few cotton (must be cotton) circular make up applicators (available at any CVS or similar store) from my (now ex) wife, took a piece of coat hanger wire and put a circular bend on the end. Kind of like a kids bubble wand w/ the end turned 90°. I then used some Tyvek tape because it sticks extremely well (duct tape should work well enough also) and taped the pad to the end. Then you moisten the pad w/ Windex and go nuts. Keep an eye on the tape and pad, you don't want to have it come off and scratch the lens or reflector. Then use a dry pad and repeat. It will take a few times alternating between wet and dry to get it clean. Make sure you hold it up to the light and look inside for dirt because you'll think your done and you'll put it on the car and realize you missed a bunch. Trust me I know.

Perhaps just pouring in a 50/50 mixture of ammonia and warm distilled water will do it.
Swish it around for awhile, empty, then rinse with pure distilled water. Let dry completely, possibly using a hair drier or heat gun set to low, to speed the drying process.
