Default S4 Engine into ‘84 - tachometer reads low

Gentlemen, hope all is well, I’ve been distracted with some air cooled stuff but have been picking at the 1984 again.

I had a chat with the shop that Rob Edwards recommended and it appears that my lazy tachometer is a problem because they do the emission tests at set RPMs.

My car is still running the original instrument panel and it appears that having to ECUs is confusing it as it reads low by at least 50%.

Do I need some sort of signal doubler to resolve this? Would switching in a later instrument cluster be a better/worse idea?

Any clever ideas?

Thanks!

Its the two distributors vs one, it looks like two 4 cylinder engines to the tach. Might be something on the instrument panel like a jumper etc, but I don't know.
