928s Euro rear bumper without bumperettes
 

Yours was fortunate enough to slip thru the federalization process without the required blocky bumperettes. IMHO, it's so much cleaner looking, and to me, more desirable. But it only "works" for Euro cars that left the factory that way.
I'm currently de-federalizing my '78 (shhhh... don't tell D.O.T.)

IIRC, Keith Widom removed the factory bumper pieces on his GPW GTS, and made a cleanup panel to fit there so all the holes were completely hidden. Search will be your friend. RL username= 928ntslow Look at the way the brackets attach to the rear bumper beam, as I think those may need to be removed after the rubber pads are taken off.

To answer your question:

The black rubber bumper pads are a US requirement. All cars sold as US models had them.

When "Grey Market" imports were brought into the US (while that was still available), they went through the 'federalization' process.
Changes were made to meet US specs. Mainly emissions, lighting and safety.

Any shop could do this, and then have the car inspected for approval.
The level of 'strictness' varied widely. The level of creativity to get around the rules was sometimes very impressive.

One of the requirements was a properly installed safety bar in the door. There are stories that one shop did a very good job fabricating a steel bar, welding it in and making all of the windows, mirrors, ect work properly. They then took pictures (because the door was put back together by the time the inspector saw it). They used the exact same pictures for all the cars they imported. Another shop did a very good job of installing a broomstick. It looked real in the pictures.

Cars with air pumps that weren't actually hooked up to anything, H4 lights (illegal in the US), all of that are the result of shops either cutting corners or wanting to keep the car original. I'm guessing the shops knew exactly what the inspector they ran the car through would and wouldn't catch.

Your car should have had the black rubber pads installed (easiest to just swap over a bumper cover with them already there).
Personally, I prefer the 'clean' look without them. Love the rear fog light too.

YES! When I had my tank out, the end of that return hose was a bit frayed (too many R&Rs), so I planned to replace it - a very light tug and it slipped right off! New piece, jubilee clip, good to go.
My car is a C16 , UK spec, and came with two of the red rear fog lights, but no bumperettes. I acquired a plain rear bumper at painting time, and chucked the fog lights. I also had the black plugs painted white to go with the rest of the body, front and back.

I have seen somewhere a pic of a hose(or pipe?) coming off the vapour thing in the right rear wheel well going around to the centre rear of the car and down to the bumper level, ending with a thing like a reversed funnel - bellmouth. I suspect this is fitted to cars without the carbon cannister up the front - like mine.

My '89 C02 (California) car has the carbon canister plus it has that overflow line to the bell mid-car behind the tank. I can't [conveniently] get to that side of the car to see the source connection for that vent line. I may be able to get to it later today with some creeper gymnastics.
