You'll probably have better luck posting this in the 914 forum rather than the 928 one, even though some of us own both. Maybe an admin will move it for you.
I found these used bumpers with rubber tops for sale on a forum when I was building mine about 18 years ago. Before installing the bumpers onto the car, I painted the insides of them with black Eastwood Rust Encapsulator paint to prevent the raw inside metal from the chroming process from rusting. Seems to be working.

Not sure many 928 folks will know that.
The dimpling is caused by a rusty metal structure underneath the rubber, so there's nothing you can really do about it except replace.
