Update: After contacting the seller I got another CC unit and finally installed it this weekend. Now when I set a speed of 40mph, the car will hold 40mph. It doesn't drop to 35 then power up at full blast to 40 like the other unit, but stays at a nice solid 40 over hill and dale.
I'll test it a bit more on the highway, but it looks like I have a working rebuilt unit and it was not the solenoid. So there are a number of failure modes:
One where the unit will not hold a speed but varies
One where the unit will accel and decel, but won't hold a speed at all
One where the unit won't do anything.
One of these days I'll try fixing them. I'm guessing the first two are due to failures in the analog comparator modules, while the third is due to a blown drive transistor. One of these days....

Roger Tyson - 928sRus.com He is one of a very few vendors of 928 parts by a person who owns many 928's. Vast knowledge of 928's. Operates out of the Dallas TX area. IF you own a 928, get to know him and the few other top vendors, rather than going to the Porsche dealer.
And, he's a great guy, even though he grew up driving on the wrong side of the road with a steering wheel in the wrong place!!
