I have been using the JDS unit which cycles them at 12v and no love.
I will take it out and tap it as per Stan's suggestion. Also talked to Roger this morning and yes the issue is common when they sit.

the last set I got I had 6 that didnt click , after some tapping they all came back to life.
NOTE the idea is to install them and start the engine sooner rather than later ,
IE not days after the injector install ,
as this could lead to them sticking again until they have fuel in them

its the cleaning solution thats causing the stickies,
I think the vendor should cycle MMO through the injectors after they have bee flow tested

I've tossed stuck injectors into a 1/2 gallon bucket of carburetor cleaner for a few days with good success - note it will remove the paint on them, too.

Well today the injector decided to work on it's own. So I just finished running the JDS tests again and everything checks out ok. I'm just going through the digital dash and will then be pressurizing the fuel system, then hopefuly starting.
