Blower motor only works on highest setting.(4). Sound like a resistor ?

I believe it is under the hood by the wiper motor. Has to be removed from the inside. At least that is how my 80 was, I removed the blow and resister only to find out it was my connection at the resistor.

It's inside the HVAC ducting, but you can reach it from under the hood.
You have to peel back the rubber sleeve to get inside the duct work, then you can access the resistor pack.
Pretty good writeup including pics from Rob Edwards (who else?) on removal, including the "string trick", which involves tying a string to the resistor pack before pulling it out to make getting it back in place easier:

The resistor pack is designed to go "no resistance" (full speed on the fan) when it gets too hot. Impeded airflow from accumulated crap on the heat exchanger or resistor pack itself can cause excess heat, creating "magic blower" syndrome, where the fan goes to full speed for 15 seconds or so at random intervals.
It sounds like your resistor pack has completely failed, not allowing any lower speeds (through the resistors). This may be fixable, or it may need replacement.
