My 1982 L Jet does prime the pumps for a second or two with the key in accessory.
Sometimes mine doesn't, but when it doesn't it appears that the car thinks it's running, because the warning light flashes for low oil pressure.
I imagine it's the Fuel Injection relay is no good, I have more relays, I've just never tried swapping them out.
