The question in my mind relative to Dave's original query was whether acrylics can be painted over cellulose finishes. I know one has to be very careful when using cellulose over other paint finishes as the cellulose tends to react with whatever else is present but I have a feeling that acrylic based paints can be applied over cellulose systems.

Whatever Uncle Sam's EPA comes up with the rest of the world invariably ends up stuck with it be it for better [mostly] or worse but invariably there is a lead lag of about 10 years. I find it ironic for instance that you chaps can still manage to get your hands on R12 refrigerant whereas I cannot get the stuff over here now but I could until a few years ago. The thing is Governments in smaller countries do not have the budgets that bigger countries do to determine whether what they are being told is something appropriate or a bag of poo so they tend to follow the crowd when the consensus reaches a critical mass as it were.

There is only one rule in painting. You can put anything over anything, its just a matter of how long it will stay there...
