Well, it's an earlier model. Pascha, phone dial rims and no spoilers suggest an "OB" (78-79).
Fender turn signal repeaters (behind the wheel) and no corner markers (ahead of the wheel), along with rear fog and no "bumperettes" suggest it's a Euro. Fog/driving lights in the front bumper look to be Euro style too (those alone are worth some money).
But it has US style headlights (chrome trim ring).
Very low tire, chock in front of right front tire, and pieces/parts on console suggest it has "issues".
Dirt marks on front tire suggest that it has sat in other places for some time. Looks like it went flat, sat, was pumped up and moved, then sat and went flat again, then pumped up and moved again.
VIN is typical for early cars. 17 digit VIN (starts with "WPO") didn't come into use until 81.
Interior is somewhat beat up, but it's interesting that the passenger seat looks worse than the driver side.
What's the story on it? For sale? Did you talk to the owner?
No sunroof, no rub strips (I think) have a lot of appeal to some folks.

it's a 1979 Euro spec car, last 4 digits indicates the 1906th car made that year.
In the vin, first three digits are model (928), next digit is year (79), next digit is country (I is ROW, 2 is US), and the last digits represent the number in line it was made that year.

Rumor is that the car was an older gentleman’s car that he loved very much. He had health issues and his daughter moved in to care for him. He passed away and his daughter stayed at the house and since then she managed to lose the title but doesn’t want to sell it. It was in the garage for many years till a few years ago she pulled it out from garage to clean it up and car was put outside and sun has managed to do its job in the southwest. Good thing is that since it’s very dry here not much rust, but lots of sun dried interior parts.
One can see how that she doesn’t care much for the car or anything else because house, garden and other cars are not in the best condition.
I’ll be curious to see if she maybe wants to sell it.

Does the engine run? She may sell it if she lets you get so close to it and take pics. Would be a nice car following $20-25k in expense, that's maybe with a driver's quality paint job?

No one answered the door when I knocked. I’ll pass by again the next few days and I’ll see what they say.
I can only assume engine hasn’t been turned over since 2004? That’s the last year the plates show they were renewed.

Yeah people here are nice. Not too crazy. Knocked before I took pictures and waited. No one seem to be home.
its so sad to see cars just blow off like dust in the wind down here. Sun and heat beats up anything that’s not metal. Luckily we don’t have humidity so nothing rusts.
Ill keep you guys guys posted what comes of it.
But before I finish what makes a Euro engine more powerful? Bigger camshafts???

USA 78-79 cams are the same as 78-83 non-S ROW. Power difference is in ignition timing and USA have cats and EGR 78-79.
