If your timing belt broke then its replacement is really the least of your worries. Why did it break? Was it due to age or mileage? Are your cam sprockets worn to the point of being sharp and cutting into the belt? Have you replaced the water pump, crank seal, oil pump seals, replaced the tensioner roller, and refreshed the tensioner itself?
This is an excellent guide from A to Z including aligning the timing marks.

Super. Alex thanks a ton for the info!everything in the timing and water pump to the tensioner has been replaced or rebuilt.it appears I need to get the crank at tdc and get the cam sprokets on their respective marks and set belt tension.

turn the crank slowly to TDC then while facing the engine turn it back CCW about 2 inches of travel from the pointer and TDC index mark,
this will set the pistons at about 45 BTDC it will now be safe to turn the cams to the alignment points .
NOTE the rear of the cam pulleys have a small cut that lines up with the cam tower.
Once you have the cams lined up then turn the crank CW to TDC.
NOTE dont turn the cams with the 17 mm bolts use the 30MM washers under the bolts

It's an 83, you can try all you want to damage the valves and it isn't going to happen unless you really f it up as the engine is non interference and the valves don't share space with the pistons.
Set the engine to TDC and match the notches in the cam gears to the notches on the aluminum behind them.
But really, as mentioned above, find the root cause of the failure and remedy it.
