With headlights on should both red tail lights on each side be illuminated on my '78? Console tail lamp warning light is on and only one red tail light is lit with headlights on. I can't remember if this is correct. Thanks for any consideration.

No.

One is a tail light (outer red).
The other is a brake light (inner red).

It's in the Owner's Manual.
