Chris; since you mentioned the base concern is passing inspections; have you checked into "Historic" vehicle registration in Maryland?
My 86.5 has Maryland Historic plates and I had to endure no types of inspections in order to register. Maryland does have a mileage limit on Historically registered cars.... but no one checks. The state has left me alone for 10 years.

Back in the 90's you *did* have to have an inspection to get historics, which was a job for my 74 914. I could have registered it as a hot rod, but I would have been laughed off the road :-)
I did do the inspection, and what came back was:
1 high beam light out (blown fuse, fixed)
Tires need to be replaced (fine)
Rear brake discs just below minimum threshold.
The inspection was worth it for the disc advice, I've got a new set on order and will replace the rotors (and clean up the whole emergency brake system) once Frenzy is over.
You going? We should at least say hi there.

*nod* I heard about that and ultimately went that route (it's also like $20 a year for tags, a lot cheaper). Since I have 5 cars in the house right now and the 87 944S is tagged normally (because it is a daily driver) I didn't have an issue with the historic bit.

Oh, and speaking of headlights. I had some weirdness occur with my headlights and discovered that the part of the loom that moves with the elevating head light tore, caused by age. The brittle loom insulation tore the wire insulation and shorts occurred.
