Timing belt rubbing on rear plastic cover above water pump. HELP!

I was just about to say that as well!

I've done the belts on 5 944s and I never saw a spacer, however on one of the cars, the belt was rubbing the rear cover, so I put a washer on behind the tensioner roller to act as a spacer. I didn't know a spacer was ever used as "standard equipment"... It does solve the problem.
