Ok, here is the scoop.
The vision plus lenses are DOT. This means that the conform to a set of standards that were last changed in the 60s. They require that headlights shed a certain percentage of light all around (up, down, to both sides).
The E codes are not DOT. They direct all of the light where you need it. Straight ahead at the road and off to the right side away from oncoming traffic. With the E code pattern, even stock wattage bulbs will seem brighter because all of the light is going where you need it. With this pattern you can run much higher wattage bulbs because they will not be blinding oncoming traffic.
The wiring harness.. Stock headlight wiring gives you about a 3 volt drop when it gets to the headlights due to old and oxidized wire/connections. This lower voltage going to the bulbs gives you a much dimmer light than what is intended. Just moving to higher wattage bulbs to compensate for this drop will cause the old wiring to heat up and it could (does) catch fire. The headlight harness gives you all new wiring to the headlights and eliminates this problem all together. You see a distinct difference in brightness with stock wattage bulbs and it allows you to run higher wattage bulbs safely.
Rule of thumb is you do not "need" a wiring harness if running bulbs rated at 60/55w though it does help. A harness is needed for running any wattage bulb above that 60/55w mark, like the 130/100w Yellowstars for instance.

Get the E-code guys you will not be dissapointed! I love the sharp cut off for the light and how it angles off to the right side of the road hence lighting up signs and critter eye ***** nicely! I have the Cibie E-codes on my NA and some Cibie DOT'son the turbo and I prefer the beam pattern of the E-codes.

Or you can look elseware. Any "H4" bulb will fit both the E code and Vision Plus housings.
Oh, and while we are on the subject of buying stuff... stop by the Rennlist Store and grab a Rennlist License Plate Frame. I still have a whole box of them sitting here.
