Question Help!! What are these resistors under the Dash?

Took my dash out and found this bracket with two round shaped high wattage resistors on a metal bracket. The wires to them showed sign of experiencing high temperature. The part numbers are: the resistors 944 616 52100 and the plate is 944 616 51100. What is the purpose of the resistors?

Those are for the a/c system. Not sure what part they play. The resistors for the a/c fan is bolted to the fan assembly under the hood.

I believe that those resistors control the radiator fans low speed operation

Electrical current passes through the resistors and the fans operate at slow speed; also when the A/C is turned on the radiator fans are engerized in low speed. When the radiator coolant reaches a certain temperature, the electrical current bypasses these resistors and the radiator fans operate at high (full) speed.

I recently suffered a failure of one of these resistors; and it resulted in a cycling between low-high speed radiator fan operation.
