Provided you've charged the system with the proper weight of freon, I'd say he compressor is worn out. If your high side gauge is fluttering along with the very low reading, you probably have a worn valve plate or debris in one or more of the valves. Usually a stuck closed expansion valve will bring the low side into suction, and a wide open valve will bring the low side quite a bit higher, so I don't think that's your issue.

Hmmm. Dang. 'Cause the compressor is brand new, albeit generic (aka cheap eBay stuff). There's a good local shop that can diagnose problems, and getting the compressor out isn't too difficult. Urgh.
