Need assist with fuel filler neck grommet
Hi all. I recently replaced the fuel filler neck gasket/seal/grommet when re-installing my fuel tank. The problem I have is that I have forgotten how it was supposed to look. I spent all day yesterday looking for a photo of this area and came up short. I can slide the rubber tube of this grommet back and forth over the tube but I'm just not sure where it wants to live. Anyone have experience here or a photo they can share of how this is supposed to look?
Another question, on the interior side, once I get this sleeve positioned, should I ziptie it too the pipe? I don't recall if it was clamped in anyway on the inside. It's a pretty taught seal so I imagine it could work either way.
Have the gas caps changed at all? Perhaps I received a newer model seal, but the gas cap is for a different design grommet?
Finally, the end of the filler neck pipe has these plastic grooved rings and a small spring clamp holding them in place. I'm not sure if that's part of how this thing is supposed to seal or what it's purpose is at all.
It looks like it should fit something like this, this conforms to the natural shape of the grommet.

From the picture it looks like the outer groove is fully engaged but the inner groove isn't by the distorted gommet in the 2nd picture. That could be the cause of the gommet not sliding down enough. I replaced mine last month. No clamps or zip ties where use. I didn't see any "rings" ether. My old gas cap fit fine.

These are the filler necks from the outside of my 86 and 87. That grommet sits about 3/4" below the neck on both of them. Try moving yours down further and that should allow you to then put the gas cap on.
edit: it actually looks like your filler neck isn't sitting in the right place. Like it's further down than mine so it may not be the grommet that's the problem but rather the neck itself.

Does anyone know what the plastic ring at the end of the tube is for? You can see it exposed on the gas flapper photos above. I just don't get the point of it.
