Is the heater control valve moving when you move the lever?

I've recently had the same problem. My problem turned out to be the underdash plumbing. The vent line from the fan had split and fallen loose so the only area being heated was in the instrument cluster. There is a plastic Y shaped tube connected to the heater plenum which channels the air to the vents, etc.. It is connected via flex tubing which can deteriorate. It is located behind the ignition switch and is difficult to reach with anything but small hands. If yours is loose, recommend removal of the steering wheel and instrument panel to reconnect properly.
