Different designs. Bilstein are gas pressurized. Koni are adjustable.
If you are considering changing to a 5 lug pattern you can go w/911 front suspension pieces.

I would agree with putting 911 front suspension on at the same time to go the 5 bolt pattern. I did that with 911 T front struts and rear 914-6 hubs so it is all original Porsche, just like a 914-6.Also put on 914-6 (911 front) and rear brakes at the same time. Rear 914-6 brakes may be hard to find now though. I wanted to retain a parking brake. As far as Konis vs Bilstein, you can't go wrong with either- my Konis have held up very well over the years. They've been on the car a LONG time, but with not more 20-30K total miles over the last 15 years.

If you are reworking your suspension, it is best to seriously consider
what you want, and what also needs to be done just from age and
wear.

There are many different things you can do to a 914's suspension,
and plenty of people who can share their setups so you know you
won't have to guess.

But, don't just take any suggestions and ideas unless you describe what
you are going to do with the car. Before you do something, are you
just going to drive on the street, are you going to autocross, going
to the track, are you modifying other things like engine power? That
and practically everything else is important to what you should do.

Also, there is more than one Koni option. I have the Koni yellow (sport)
adjustables and they work great for me, set to full soft, with 21mm
torsion bars. My car is a street and autocross 914-6.

Yup Koni's because they are adjustable.
Springs and torsion bars are a good idea. Currently I have stock front T bars and 150 lb coil overs in back. Serious Ax'er that drives 180 miles to an event.
