High Idle 1,500 to 2,000 RPM

Question High Idle 1,500 to 2,000 RPM

I am working on this '76 912E Porsche and checked EGR valve and other vacuum operated valve both have no leaks. I even took off EGR and plugged the tube to simulate that valve is open and closed. the RPM went down to 950 something unplugged and went up to 1,500+ when plugged (closed). What else could I miss? I haven't checked those sensors values just yet.

I have narrowed it down to air flow meter. The pin 36 and 39 shows zero ohms (.5) when motor is not running. When I unplugged the AFM, the fuel pressure doesn't build up. and pin 7 and 8 does not meet the specifications. Thanks anyway.
