It sounds like the cable between the handle and the brakes is not connected. Do you have a shop manual? It should show the hooup procedure. If not, and this is an alien topic, it might be wise to have a pro -- who knows the early 912s -- check it for you. It's pretty important to have the handbrake in working order.

Take off the hand brake cover and slowly lift it out, you'll see two curved metal parts that point to the left and right (towards the doors). There should be cables attached to the ebrake and they should be pretty tight. You can check the lever at this point - pretty simple - and then if that shows no problems, look at the other end. Could be a broken cable.
