Default Engine Case Through Bolt Seal

What is the best procedure for sealing the through bolts. It appears that one or both of the two bolts behind the oil cooler may be leaking. I used the recommended procedure in Wayne Dempsey's book. The o ring seal under the beveled washer with Permatex Ultra Black Hi Temp Silicone sealant. Any better procedure to recommend? Also, any special procedure to sealing the 3 green seals for the oil cooler? Dempsey says use engine oil to lubricate the seals when installing the cooler with the cooler horizontal. I will be installing vertically and need the seals to say put. What about using Curil to hold the seals in the case?
