What fuel consumption is normal for '86 euro 930?
Mine is about 25 liters per 100 km. during not fast street driving and I think that it's too much.
Am I right?

Yes, I think that's excessive. You are only getting around 10-11 miles per gallon. Road & Track magazine did a Porsche comparison test back in the day and they averaged 17 mpg with an US spec Turbo. I'm guessing but I wouldn't think a Euro version would be that much different.

My 996TT has averaged 16.6 over the last 1000 miles of mostly around town driving; I wouldn't expect an early 930 to be even close to that. 930's do get pretty good mileage on the highway though, because of the high gearing. My 79 gets around 25 on longer trips, if I can keep my foot out of it....THAT doesn't happen too often!

The 930 was never known for its fuel economy. When the 930 was reintroduced into the US in 1986 buyers had to pay a Gas Guzzler Tax. This continued on the 930 through its end in 1989.
Below are snaps from the Monroney Stickers of 1979, 1986 and 1989 US 930's. In the past half decade of driving my '79, my total average is only a bit better than what Porsche has listed.
It might be possible an occasional fuel economy rating like you are experiencing is inline when some spirited driving is done. It may also be possible you could be introducing some variation by not averaging enough occurrences and/or not topping off the same each time you fuel up.

Sergey, that is about what I have averaged around town, 12 mpg, for the past 18 years.
Granted, most of that time was spent in 2nd, and occasionally 3rd, gear. No fun to cruise the boulevard in 5th at 1800rpm...

I only checked the gas mileage on my car once, that was on my trip back to Ohio from Houston where I purchased the car. I got 19mpg on the highway, although, I'm thinking my calculation was really not accurate because I also noticed on my trip, according to my Garmin, that my speedo was very optimistic. When the speedo was registering 80 it was really only going 71!

I just filled my car up this morning - 12.7 MPG on a combination of local highway and around-town driving. Drove it until the low-fuel warning light came on; took almost 18 gallons to fill.
