Question Turbo and exhaust hardware

Around the flange that the turbo mounts on there are four bolts. The back side is difficult to access so Porsche has helpfully welded those two nuts to a strip of sheet metal so that they don't spin when you tighten the rear flange bolts. When I took mine apart the metal finally gave way as I broke the bolts loose. Call me cheap if you will, but $61 seems a little high for two nuts welded to a strip of sheet metal. I would like to just make one with my MIG.

Do I need to use stainless hardware here in this high-heat area? Should I be concerned about the longevity of commodity hardware? Let me know if there are any secrets to this Genuine Porsche hardware before I make what I hope is a sensible substitution.
